Reform

1. Judge whether an adult is reformable or not.
2. Harvest organs of unreformable adults. Lure rich people with organ failure from developed states.
3. Keep reformable adults under strict watch, but without welfare. If hunger kills them, may Allah forgive their sins.
4. Spend major chunk of revenue on personality building and education of kids.
